Soak the lamb chops in cold water for about 2 hours. -

Put cold water into the pot. -

After boiling, skim off the scum. -

Add scallions, ginger slices and dried chili peppers. -

Simmer over low heat for about one to an hour and a half, depending on the taste of the mutton. -

Tips
1. The lamb is tender and simmering for one hour is enough.
2. No need to blanch the water, just skim off the foam after boiling the pot.
3. Bring to a simmer over low heat.
